Aslan Emykov - City of Maikop

Aslan Emykov graduated from the Kuban Agricultural Institute in 1983 with a degree in Agricultural Science. After graduation he has worked for a number of agricultural organizations in Adygeya. Before starting his own agricultural business in 2002 he had been working as the Director of the ”Koshekhablsky” factory for seven years. He had taken over a ruined factory from the previous management and made it a profitable and sustainable business. He is now a successful businessman, the owner of a farm that produces various agricultural products. Aslan’s professional achievements and education background qualify him for participation in the program. His expertise and leadership in this field indicate that he will be able to implement effectively the best-practice approaches learned while on this exchange program. While in the U.S. Aslan hopes to learn more about how the American agricultural sector solves their technological, financial, and legal problems and interacts with the government and the Farmers’ Unions. Upon his return, he will be able to share this information and experience with his colleagues in the Farmers’ Union of the Republic of Adygeya, and implement the newly learned best-practice approaches in his business. Aslan Emykov was the first in his local community to start a farming business. He has been in this business for fifteen years. In 2005 he was elected Deputy of the Koshekhabl Rural Community Council. He owns 830 hectares of agricultural land as well as a house where he lives with his family (he has four children and two grandchildren). He spends his free time with the family. Aslan once visited Germany as a tourist. He has never been to the US and does not have any friends or relatives there.

Galina Ilyushina - City of Maikop

Galina Ilyushina graduated from the Taganrog Radio-Technical Institute in 1988 with a degree in Electronic Engineering. Her first position was that of a Computer Programmer for an agricultural organization. She then went on to the Municipal Administration in the village of Pobedinskoe, where she worked as an Administrator from 2001 until 2005 before taking her current position. Galina is now Head of the Municipal Education with 15 people under her supervision. Galina Ilyushina is head of municipal education in her region. She supervises 15 people. Her main responsibilities are managing the municipal property, designing and implementing the municipal budget, and working to solve a range of local government issues. Specifically, Galina would like to learn about municipal budget management, the efficient use of municipal property, and about increasing community participation and initiative in solving social problems. Upon her return, she will be able to share this information and experience with her colleagues and the community in the Pobedinskoe region, and to implement the best-practice approaches within her service and interaction with local business and the non-profit sector. Galina Ilyushina is married and has two children. The family owns a house in the Sovkhozny village, Maikopski district, Republic of Adygeya. In her free time she enjoys outdoor activities. She has never been abroad. She has no friends or relatives in the U.S.

 

Galina Khramova - City of Maikop

Galina Khramova graduated from the Adygeya Teachers’ Training College in 1980 with a specialization in Drawing; she then continued her education at the Adygeya State Pedagogic Institute, graduating in 1985 with a degree in Mathematics and Physics; from there she went on to attend the North Caucasus Academy of State Service and graduated in 2003 with a degree in Economics and Management. Following her first graduation she had taught math at the Pobedinskaya secondary school #4 for 12 years and then worked as the Assistant Principal for extra-curricular activities at the same school for three years. Galina Khramova is now the Vice Executive of the Maikop Region. She has been in this position since 1997. Her main responsibilities include overseeing and ensuring the appropriate implementation of the municipal budget and the financing of cultural, educational, health, sports, media and youth organizations for Maikop region. She has 7 people under her supervision. Specifically, while in the US Galina would like to learn about the municipal budget process, and about involving the community and the non-profit sector in solving social problems. Upon her return she plans to share this information and experience with her colleagues working for the municipality, and to implement the newly learned best-practice approaches in her service and interaction with the local business and non-profit sector. Galina Khramova is divorced, and lives with her two daughters. She owns her apartment in the Udobny village, Republic of Adygeya. Reading is her favorite pastime. She has never been to abroad and has no friends or relatives in the US.
 
Rashid Makhosh - City of Maikop

Rashid Makhosh graduated from the Kuban Agricultural Institute in 1985 with a PhD in Economics and Organization of Agricultural Production. Before starting in his current position he had worked as the Deputy Minister of Finance of the Republic of Adygeya. He has been a member of the Russian Association of Financial Control Organizations since 2004. Rashid Makhosh is the Chairman of the Chamber of Financial Control of the Republic of Adygeya. He has been in this position for three years (since 2003) and has 15 people under his supervision. The Chamber of Financial Control functions as a Parliamentary regulatory apparatus to ensure the efficiency and expediency of state finances spent, as well as monitor the efficiency of state property usage. Also, the Chamber provides expert analysis of the budget and tax legislation in the Republic of Adygeya. In the U.S. Rashid would like to learn more about the budget structure and the budget process, as well as how the financial control of the state budget and state property works on a state level in the U.S. Upon his return, Rashid will share this information and his experience with his colleagues at the Chamber of Financial Control of the Republic of Adygeya and other government agencies responsible for the local economic development in the republic, and will implement the newly learned best-practice approaches in his service. Rashid Makhosh is married and has two children. The family owns an apartment in Maikop. His hobbies are fishing and reading. He has traveled to Italy in 1997 to participate in a conference. Rashid has never been to the U.S. and does not have any friends or relatives there.

Shamset Napso - City of Maikop

Shamset Napso graduated from the Adygeisky State University in 2000 with a degree in Applied Mathematics. Following graduation she secured her first professional position of Office Manager at the Ministry of Economic Development and Trade of Republic of Adygeya and then as a Leading Specialist in the same organization. In 2005 she graduated the Moscow Open Social University with a degree in Finance and Credit. She created and maintained the Ministry’s web-site. Shamset Napso is a Senior Economist at the Economic Department of the Joint-Stock Commercial Bank ‘Sberegatelny Bank of the Russian Federation’. She has been in this position since June 2003. Shamset’s main responsibilities are designing business plans for the department and overseeing the proper implementation of business plans, gathering and analyzing economic and statistical data, putting together the department’s financial reports, and managing the Bank’s liquidity. In the U.S. Shamset would like to learn about the American practice of small business crediting and study the work of American credit unions and banks. Upon her return she will share this information and experience with her colleagues in the banking business and will implement the best practice approaches in her work with bank clients from the small business sector. Shamset Napso is single and currently lives with her parents. Her hobbies are sports and reading. She has never been to the U.S. or any other foreign country. She does not have friends or acquaintances in the U.S.
 
Svetlana Nekrasova - City of Maikop

Svetlana Nekrasova graduated with honors from the Donetsk Institute of Soviet Trade in 1983 with a degree in Engineering. Following graduation she secured her first professional position of Restaurant Administrator for the foreign merchant navy in Odessa (1983-1997). Before starting her current job she worked as an expert on merchandise for a catering network that served ten secondary schools in Maikop. Since 2004 Svetlana has been doing part-time research for her dissertation in Economics at the Maikop State Technological University. Svetlana Nekrasova is now a Senior Specialist in the Department of Economics and Trade of the Administration of the Municipal Establishment “Maikop City”. She started this job in 1997. She is responsible for organizing and developing retail trade and catering in the city area. While in the U.S. Svetlana would like to learn about effective organization of the restaurant business in a city, new forms of catering services, and about effective professional collaboration with business associations, community organizations and municipal authorities. She would also like to study the American experience of attracting investments to solve local economic problems and state support of small business. Upon her return she plans to share the acquired information and her experience with her colleagues at the Administration of the Maikop City administration, and to implement the best-practice approaches in her work with local businesses. Svetlana Nekrasova is divorced and lives with her daughter. She owns an apartment in Maikop. Sports and the Internet are her main hobbies. She frequently visited foreign countries while working on the ships of the foreign merchant navy. However, she has never been to the U.S. and does not have any friends or relatives there.
 
Vassili Parvatkin - City of Maikop

Vassili Parvatkin graduated from the Saratov State Medical Institute in 1985 with a degree in Medicine. Later on he continued his education and in 2003 graduated from the North Caucasus Academy of State Service. Before starting his current job he worked as Head of the Committee on Labor and Social Protection in the Maikop City Administration (2003-2006). He has been a member of the Social Workers Union since 2003. Vassili Parvatkin is now the director of the Department of Addressed Municipal Programs of the Maikop City Administration. The Department of Addressed Municipal Programs is a municipal authority which strives to organize and provide housing, social subsidies, and social support programs for the Maikop community. As the director Vassili Parvatkin is responsible for planning and supervising the Department’s work and reporting to the city authorities. There are 26 people working under his supervision. Vassili is interested in learning how social support programs are carried out at the municipal level in the U.S., and how they relate to the economic situation in the region. Vassili Parvatkin is married and has two children. The family owns an apartment in Maikop. He loves tourism, however he has never traveled abroad. He does not have any friends or relatives in the US.
 

 

 

Konstantin Pavlov - City of Maikop

Konstantin Pavlov graduated from the Krasnodar Polytechnical Institute in 1990 with a degree in Industrial Economics. Since graduation he has been combining university lecturer work and private business activities as his professional occupation. In 1997 he defended his PhD dissertation in Economics at the Kuban State Technological University. Konstantin Pavlov is now the Director of the educational organization “School of Economics, Finance and IT”. He co-founded the School and started this job in 1994. As the Director he is in charge of the organization’s staff, finances, development, and curriculum. There are 150 people under his supervision. Also, part-time, he teaches classes in Economics at the Maikop State Technological University and at the South-Russia State University of Economics and Services. The School of Economics, Finances and IT consists of an IT school, a language training school, a school of Economics and Law, and college preparation classes. Konstantin Pavlov is married, and has one daughter. The family owns an apartment in Maikop. As his main hobby Konstantin loves to communicate with interesting people. He has been to many European countries as a tourist. He went to U.S. in 2000 as part of an exchange program sponsored by the Center for Civil Initiatives. He has a few business acquaintances in the U.S.
 
Yury Petrov - City of Maikop

Yury Petrov graduated with honors from the Kuban Agricultural Institute in 1985 with a degree in Agricultural Science. His first position was that of an Agronomist at the collective farm “Rodina” in the Republic of Adygeya. Before starting in his current position he served as the Deputy Chairman of the Parliament of the Republic of Adygeya. Yury Petrov is now the Director of the agricultural organization “Nika”. “Nika” produces various agricultural products that grow in Adygeya. As the Director he is responsible for planning the work and production process, staff recruitment, contracts, etc. There are 149 people working under his supervision. While in the US, Yury would like to find out how new agricultural technologies are applied and new economic administrative methods are introduced. He would also like to study the experience of partnership building between authorities and businesses, and the methods of effective fundraising to solve local economic problems. Yury Petrov has been continuously re-elected to the Parliament of the Republic of Adygeya since 2001. He is married and has two children. The family owns a house in Maikop. Outside of his work he enjoys traveling, cars, and satellite TV. He has traveled to the Netherlands twice (in 2002 and 2005) and once to Turkey (in 2004). He has never been to the U.S. and does not have any friends or relatives there.
 
Yury Sapiev - City of Maikop

Yury Sapiev graduated from the Kuban Agricultural institute in 1983 with a degree in Agronomy. Before starting his current job he was the Deputy Minister of the Local Government of the Republic of Adygeya. Yury Sapiev is the Assistant Director of the Closed Joint-Stock Company “Adygeiski” Dairy”. The company produces various dairy products. As the Assistant Director Yury is responsible for establishing and maintaining links with suppliers, planning and coordinating relations with government agencies and municipal authorities, participating in economic development programs, and searching for new technologies. There are 250 people under his supervision. While in the U.S. Yury would like to learn about the relationship between community, business, and state authorities, about government procurement policies and investment policies, and about effective land resources management. Yury Sapiev is married and has three children. The family owns a house in Maikop. Yuri enjoys tourism. He has previously been to Germany, France, Hungary, and Turkey. He has never been to the U.S. and does not have any friends or relatives there.

Small Business Development

Ms. Elena Bespalova
Chair, Center for Legal Information and Business Training, Business Development Institute
With five employees and two volunteers, Ms. Bespalova organizes bi-monthly seminars for small and medium business owners in leadership, management, and negotiation skills. Most business people in Tyumen were originally educated as oil industry engineers and lack basic management and strategic planning skills. In the US, she is interested in learning about business education and seminars, aid to new businesspeople, the work of consulting firms, and interaction between business, NGOs, and government.



Mr. Ivan Bobkov
Director, Tyumen Branch of the Vneshtorg Bank, Ltd.
Mr. Bobkov manages 84 employees at his bank branch. He has developed a program to prepare small and medium business owners to receive credit from his bank, based on a program that he developed for homeowners wanting to receive mortgages. This program includes flexible rates and terms, open weekly meetings, and seminars and training sessions on business planning, record keeping, and strategy development. His interests include finance, leasing, and credit for small and medium business, teaching financial competence and management skills, and learning more about interaction between business, government, and NGOs.



Mr. Valeriy Borisov
Deputy Mayor, City of Tyumen and Chair, Tyumen City Development Foundation
As deputy mayor of a city of 650,000, Mr. Borisov is responsible for all aesthetic improvements to the city, including building and equipping new parks. He seeks to accomplish this by attracting small business to city contracts. The Foundation is a powerful NGO that employs 17 and awards grants to local organizations pursuing socially relevant projects. Mr. Borisov believes Tyumen businesses should sponsor socially relevant work to demonstrate that it is prestigious to give. He is interested in learning more about interaction between government, NGOs, and business.



Ms. Natalia Devyatkova
Chair, Committee on Quality Control, OPORA (Support)
OPORA is one of several grass-roots organizations that defend the rights and interests of small business. Ms. Devyatkova is a part-time volunteer member of the Executive Council of the OPORA branch in Tyumen. She conducts extensive research on problems and issues facing small and medium business in Tyumen. With her team of four volunteer university students, she uses the OPORA database (containing information on 10,000 members) to survey small businesses on issues that could be resolved through legislation. In addition, she teaches courses on the principles of management and is writing a dissertation on the role of NGOs in civil society. She is interested in learning more about government relations, interaction between government, NGOs, and business, and the role of NGOs in civil society.



Ms. Olga Kembel
Head of the Entrepreneurship Development Section of the Department of Economics of Tyumen City Administration
Ms. Kembel's 26-person staff is dedicated to providing small business support services. They provide consultations and seminars (subcontracting training responsibilities to consulting firms and business NGOs); help improve the image of small business in society as an important source of tax revenue and better conditions in the city; and organize promotional events such as expositions. Ms. Kembel is currently developing a program for subsidized leasing of real estate and equipment, and a program to support innovative technologies in small businesses. She is interested in leasing, venture capital, and support for beginning and small businesses.



Ms. Olga Lobacheva
Director, Tobolsk City Municipal Fund for Entrepreneur Support, Tobolsk
Ms. Lobacheva heads a business support NGO that receives financial assistance from the Tobolsk city government. The all-female staff includes herself along with an accountant and two lawyers. Together they provide business, legal, and tax consulting, project writing and evaluation, and market research services. With support from the city government and the Department of Employment, Ms. Lobacheva has created a major initiative to educate beginning businesspeople, help them create business plans, and later fund their projects. Ms. Lobacheva is interested in learning more about government support for small business and interaction between business, NGOs, and government.



Mr. Eduard Omarov
Chair, Kachestvo+ Quality Goods Producers Association
Mr. Omarov leads an association with five employees that seeks to improve the quality of goods and services available to people purchasing and remodeling apartments and homes. Members include 14 firms ranging from builders and real estate agents to plumbers and interior designers. They established quality standards, a discount program for customers, and a forum for sharing ideas on effective business management. Mr. Omarov's goal is to improve the quality of goods and services all over the city, not just within his own business. He is interested in learning about NGOs that support small business, self-regulation in business, and effective dialogue between business, government, and NGOs.



Mr. Boris Putilov
Director, Expertiza, Ltd., Tyumen Chamber of Commerce
Mr. Putilov initiated the establishment of the Tyumen Chamber of Commerce in the early '90s and served as its chairman for several years. In 1998, he reorganized the bureau of expertise (consulting, preparation of documents, and export quality control, etc.) into a 14-employee independent company with 60% of the shares owned by the Chamber. Putilov remains one of the vice presidents of the Chamber, as well as a board member. In the US, he would like to visit chambers of commerce and learn how they interact with business, government, and NGOs. Also, he would like to visit quality control facilities, learn about fundraising, client relations and organizational management in a changing economy.



Ms. Irina Yaremenko
Chair, Ethics Committee, Tyumen Realtors Association
The Tyumen Realtors Association is a self-regulating organization that formed to make up for the lack of government standards and regulation in the sphere of real estate agencies. Member agencies submit to a standard of ethics and take advantage of seminars, a resource library, and the "stamp of approval" of membership. As chair of the Committee on Ethics, Ms. Yaremenko reviews complaints against members, and works with local press when realtors are accused of unethical behavior. She is interested in learning more about business ethics, self-regulating organizations, NGOs that support business, and interaction between business, government, and NGOs.


Ms. Olga Zykova
Chair, The Tyumen City Public Organization for Human Rights and Entrepreneur Support
In response to the city's decision to close an outdoor market, Ms. Zykova joined with other micro-businesspeople to defend their interests. As a result, the organization convinced the city to build a new shopping center where the displaced businesspeople could work. Ultimately, this project has evolved into a unique partnership where businesspeople have the opportunity to purchase their stores, as one would buy a condominium. The organization proposes legislation (partly responsible for state's adoption of unified tax), lobbies state and city administrations on behalf of business, and serves as a mediator. In the US, she is interested in learning more about effective dialogue between government, business, and NGOs, tax policy toward small business, tenant rights, business law, and courts of arbitration and mediation.
